KoreaClear · Travel answer
How cold is winter in Seoul or Busan, and can I still sightsee?
Short answer
Winter sightseeing is possible with warm clothing and indoor breaks. Seoul is colder than Busan in the official monthly climate table, but neither city’s average predicts your week. Pack an insulating coat, layers, gloves and a hat; shorten outdoor plans during severe cold.
What to do
- Specify the city and dates, including Christmas or late January where relevant.
- Check official forecast/warnings close to travel.
- Plan clothing and indoor breaks around the activities you want to do.
Check before relying on this
- An old trip report or seasonal average is not a forecast for your visit.

Practical details
For Seoul, treat early December, Christmas, late January and February as winter trips; do not assume a mild day in one week predicts another. For a first winter visit from California, plan short outdoor food stops and nearby indoor cafés or museums. Busan is milder on average but still needs warm layers in late February. Pack for each city separately when combining Korea and Japan.
